In 2009, TBARTA developed a Regional Transportation Master Plan for Citrus, Hernando, Hillsborough, Manatee, Pasco, Pinellas, and Sarasota Counties. The plan outlines a long-term, 50-year vision for the region and was created in cooperation with the Florida Department of Transportation, the region's Metropolitan Planning Organizations, transit agencies and the public. 

While considering all modes of transportation, the Master Plan initially focused on a framework of integrated regional transit to serve all parts of the region. In 2011, TBARTA updated the Master Plan to include the Regional Roadway Network, Regional Freight Network, and Air Quality issues. The plan is consistent with FDOT's Florida Transportation Plan, the MPOs' Long Range Transportation Plans and transit agencies' Transit Development Plans.

TBARTA has since identified project priorities for further detailed study. These "Group One Project Priorities" are highlighted in the map to the left, as well as on the Projects page of this website.

In selecting its priority projects, TBARTA sought a balance of projects in the northern, southern, and central parts of our region, as well as a balance of different transit modes. The priority recommendations were made in coordination with transit agencies, county Metropolitan Planning Organizations (MPOs) and the Florida Department of Transportation (FDOT).
