In 2009, TBARTA developed a Regional Transportation Master Plan for Citrus, Hernando, Hillsborough, Manatee, Pasco, Pinellas, and Sarasota Counties. While considering all modes of transportation, the TBARTA Master Plan initially focused on providing the framework for integrated regional transit to serve all parts of the region. In 2011, TBARTA updated the Master Plan to include the Regional Roadway Network, Regional Freight Network, and Air Quality issues.

TBARTA has since identified project priorities for further detailed study. Following coordination with transit providers, Metropolitan Planning Organizations and TBARTA Committees, as well as the results of technical evaluations, the following projects were selected as priority projects.
