TBARTA's establishing legislation defines its role in Transit Oriented Development (TOD), whereby: "The authority shall coordinate and consult with local governments on transit or commuter rail station area plans that provide for compact, mixed-use, TOD that will support transit investments and provide a variety of workforce housing choices, recognizing the need for housing alternatives for a variety of income ranges."

TOD focuses on creating compact neighborhoods with housing, jobs, shopping, community services, and recreational opportunities, all within easy walking distance (within 1⁄4-mile to 1⁄2-mile) of a transit station. The TBARTA Land Use Working Group (LUWG) is creating a TOD Resource Guide intended to help local jurisdictions prepare for the changes desired by the communities. Looking at various tools and strategies, we can explore ways transit agencies can embrace land use, and how a land use agencies can embrace transit. This Resource Guide can help set priorities, even the playing field across the region, and provide standard regionwide criteria likely to be beneficial working with the Federal Transit Administration.

Draft chapters of the TOD Resource Guide will be posted as they become available in early 2012 for review and feedback.

The final two (of six) LUWG Small Group Discussions were held in late 2010. TOD related topics such as Affordable and Workforce Housing, Zoning and Land Development Regulations, Economic Development Strategies, Parking Management Strategies, and Utilities and Infrastructure were discussed.
