The provision of affordable and workforce housing is a complex topic dealing with issues such as need, financing, the provision of public services, changing public perceptions, and the regulatory framework within which providers of such housing must operate. These issues, combined with escalating land values created around transit stations, make proactive planning for a variety of housing types within Transit Oriented Development (TOD), including affordable and workforce housing, especially critical.
TODs will be places where teachers, police officers and fire fighters, to name a few, are able to live, work and raise families. TBARTA’s Master Plan Vision also calls for “affordable and convenient access to jobs, schools, medical facilities, and entertainment.” The ability TOD affords its residents—to travel between work, home and shopping destinations without use of a car—is one of the primary benefits that can be realized by housing and transportation cost-burdened households.
The TOD Resource Guide is intended to provide resources and strategies that all stakeholders can use to help form partnerships and enhance their abilities to provide affordable and workforce housing within TODs throughout the TBARTA Region.

Staff is working to compile feedback from the October 8, 2010 Small Group Discussion on Affordable and Workforce Housing in TOD, as well as survey responses and resources received after the meeting, for input into the Draft Resource Guide. Discussion highligts were presented at the December 3, 2010 Land Use Working Group meeting. A detailed outline of this chapter will be presented at the February 4, 2011 Land Use Working Group meeting. Please continue to submit surveys and comments.
